So here is my question.

I am told the Daemon Psychic powers says "Only TZEENTCH DAEMON PSYKERS may roll powers on this chart." or something to that effect. When HQ units are mounted on the God related mounts(e.g. Disk of Tzeentch) they gain the Daemon keyword and the associated gods key word, doing this with a Psyker would make them a Tzeentch Daemon Psyker, so could they roll on that chart as well?

Not for psychic powers. The unit would need to be part of a Daemon detachment in order to take those powers.

So what if you took at command detachment with all Psykers on disks?

The data sheet for the model will specify where it can select it's powers from. From what I can see the Daemon Codex does not give permissions to "TZEENTCH DAEMON PSYKERS" to replace what is listed on their data sheet.
