Does a special character?s point cost count towards its army point cost minimum?

 

Example.

 

Commander Shadowsun, require an army list of 1500 or more, point cost of 175

 

Army list of 1325 points, can you take Shadowsun to make it 1500 or does it require a base of 1500, hence a total of 1675?

The Army cost includes the special character, so you could take Shadowsun in a 1500 point (total) army: ie 1325 points of other stuff + 175 points of special character, to equal a 1500 point army.

I think I may push it to 2000 pts anyway, only 300 odd points left after troops with 2 hammerheads planned more points needed.

In order to use a character that requires a certain points limit all you have to do is agree to play a game that size or greater. For example, Commander Shadowsun can only be used in a 1,500 point Tau army. As long as you and your opponent have agreed to a 1,500 point game (or larger) you are free to use her, no matter how many points you've actually spent on the army.
