Hello I'm new in the hobby.

I have question, yesterday I was reading my codex rules and wanted to configure my HQ (master for dark angels), and I don't know the difference between Teleportation Strike and Jump Pack Assault?

Is there a reason why should I choose a Jump pack over a Cataphractii armor?

Jump pack gives you fly, so you can move faster and jump out of close combat and still shoot.

Cataphrachii makes you harder to kill. It's tougher armor.

Welcome to Dakka.

As Azuza said above, they both have their pros and cons. Both will let you deep strike to where you want to be. But once you get there, what do you want? To be a slow, but very tough presence, or to be able to re-deploy with the ebb and flow of the battle?

There really isn’t a wrong answer here, it depends a lot on your overall list and style of play you enjoy.
