It has stats, it's listed as a model not a piece of gear, it appears to have <CHAPTER> Infantry status.

That seems to indicate the following:

A: Only nine Devastators and a Cherub can fit in a Rhino. Not ten and Cherub.

B: RAW A Dev Squad can only Combat Squad if it is either nine Marines and a Cherub, or simply ten marines. As the Combat Squads rule says: "A Devastator Squad containing 10 models may split. . ."

Super squaky part: A Devastator Squad "contains" ten models even if it has "eleven"?

You are correct on both points. Only nine Devastators and a Cherub can fit in a Rhino and A Dev Squad can only Combat Squad if it is either nine Marines and a Cherub, or simply ten marines.

It's a model, but I'd imagine most folk would allow you to combat squad and get in a Rhino. Just discuss with your opponent lest they be intent on turning it into A Thing mid-game.

Read the FAQs. From the stepping into a new edition of 40k :

Q: Do models with profiles, such as Armorium Cherubs
and Ammo Runts, count as a model for the purposes of
embarking within transports or when measuring ranges
to and from the unit?

A: Yes – for all rules purposes they are part of the unit.

The cherub is a model and part of the unit. The max size of the unit is 10. So, you can have 10 marines, or 9 marines and a cherub. But not 10 marines and a cherub.

No. From page 172 of Codex Space Marines:

This unit contains 1 Space Marine Sergeant and 4 Space Marines. It can include up to 5 additional Space Marines (Power Rating +3). Each model is armed with a boltgun, bolt pistol, frag grenades and krak grenades. The unit may be accompanied by an Armorium Cherub, which is not armed with any weapons.
