I wondered if anyone could help clarify something for me.

The last time I played 40k (many Bad Moons ago), there were things like Fear, Terror, and Monstrous Creatures. Are any of these rules still around anymore? I have the rulebook but cannot seem to find anything.

I also noticed a rule on targeting characters. You are unable to target a character unless he/she/it is the closest model (unless it is 10 wounds or higher). Is this the same for Carnifex and tanks? Hard to imagine you cannot target a carnifex or tank because there is a termigant in front of it!

Can someone clarify this for me, please?

The morale phase encompasses all the old psychology stuff.
Some units with would classically cause fear now just debuff leadership.

The character targeting rule is for characters only.

Anything regarding effects like that will be detailed on the individual Datasheet, there aren't any overarching rules like that anymore.

As for Carnifexes, they do not have the CHARACTER keyword, so they can be shot at any time. Things like the Hive Tyrant and Broodlord do have the CHARACTER keyword though.

Also keep in mind the rule for targeting characters was changed slightly in the Chapter Approved Errata (GW: The only company who have to errata their errata book) and further changed by the Beta rules. You can find the links for those in the sticky at the top of YMDC.
