Subject: Head Scratcher on Buggies, Skorchas and Outriders = Deployment or Movement?

This evening in our game we found that it was a bit confuddling on the "Outriders" option for the Skorcha and Warbuggies.
We were having some difficulty resolving the first part "During deployment", with the second part, "at the end of any of your Movement phases [these units] can race in... ... set them up touching the edge more than X" from enemy models"
Do these units deploy on the table during deployment, or are they in "reserve" until the end of any movement phase in which they are placed on the edge of the table?
My cheese marine, error Space Marine opponent felt that they should be revealed during deployment, however this rule seems to contradict that by placing them at the edge at the end of any movement phase.
Can someone explain the timing on this, neither myself or the other or player could come up with a clear understanding.
In my thinking, I would declare that I have these units in deployment, but am not required to put them on the table until the end of any movement phase of my choice.
Is there a more satisfactory explanation?

They function like a lot of reinforcements rules.
At deployment you declare them to be off the table
Then at the end of the your movement phase you place them.
"Arrmys flanks" just means off the table.

It's the same kind of off the board deployment that things like Terminators and Drop Pods use, just with a restriction on where they can appear.

Yeah, deploying “to the teleportarium” is the same process and I haven’t yet seen anyone try to insist you actually physically place models in a defined “teleportarium” area.
Just means that you have to tell your opponent that they are being deployed and, further, that they take up a deployment ‘slot’ to do so.

Do I have to declare which edge I intend to enter on during the deployment phase, or do I do that when I actually place the models at the end of my "any movement phase"?

Nope; nothing about declaring anything in the rule that I can see.
Please remember that, with the exception of the Fly and Psyker rules, every ability on a data sheet is exactly the full extent of the ability. There are no universal rules regarding much of anything that doesn’t deal directly with a model/weapon profile, so whatever the rule tells you to do is what the rule allows.
