I do not have so clear the actual status of the Ultramarines.
The Ultramarines CHAPTER is headquartered on Macragge, but what about the Chapters based within the borders/boundaries of the newly reestablished Greater Ultramar? Are they part of an unified or coordinated command structure?

they're not part of a greater command structure I belive no.

There's no official command structure, at least after the Heresy.

Due to the Codex splitting command of Chapters down to their respective Chapter Masters (and no official seniority from one Chapter Master to another), there isn't an Ultramar command structure for Chapters in the 500 Worlds.

Of course, it's not hard to assume that the Chapters who do have ties to the Ultramarines will probably have good diplomatic ties to them, offering reinforcement and teamwork if needed, seeing as Macragge does/did hold their gene-father's body, but they're not forced into this. For examples of Chapters who didn't keep good ties with the Ultramarines, see the Mortifactors.

also as a second founding UM chapter the mrotifactors are ALSO going to respond to gulliman when he comes

All the chapters in Ultramar region are under command of there own chapter masters.
However yes, some will mantain good relations to there first founding, and a group may work together for combined oporations in the greater intrest

there are now Triarchs in DI, but they are more overseers to help guide the Primarchs efforts to reunify, rebuild and strengthen the 500 worlds back into the form they where, as well as bring those plants in the worlds into complicne with the orders of the Primarch

However, as not directly under command, if Guiliman did turn round and request help of a sucessor, the chance of support from them would be high. his orders though not offichal, carry a hefty weight. tp deny a primarch in a time of need would be a large stain on there name, reputation and histopry for centuries.

FudgeDumper - It could be that you are just so uncomfortable with the idea of your chapters primarch having his way with a docile tyranid spore cyst, that you must deny they have any feelings at all.
