Normal being equipped by PAGK. As far as I can see TDA doesn't remove the -1 to hit with heavy weapons while moving (like it used to do). And there's no rhyme or reason for the point increase Incinerators and Psycannons go up in cost by almost 50% while Psilencers increase their cost by 150%. The weapons still have the same stat lines regardless of who's using it PA or TDA. No one else seems to have this terminator tax. Can anyone guess why GW made this decision ( I say guess since unless your a GW designer you can't know for sure).

Weapons cost differents amounts for different units.

The usual reason, I've read, is that say... a heavy bolter in the hands of a space marine will have different effects than one by an Imperial Guard heavy weapons team. So the heavy bolter itself has different points value.

Said another way, some units have statistics or rules that make them more effective and/or have longer times on the battle field (due to wounds or armor saves etc). Therefore their weapons spend more time on the battlefield, or do more damage, so should cost more too.

Now whist I can accept, that's why it's different, I don't think it's a good enough reason, but it's very hard to balance every iteration of a unit that one might take.

The reasoning is probably the added durability of TDA, though considering the prevalence of plasma weapons that seems like a crummy reason.

So there are two things to consider here.

1) Normal power armor grey knights have to give up their force weapons. With the way they decided to point cost the GKs, they are included in the base cost of the unit for free. So what this means is that if a PAGK takes a heavy weapon, he loses his good melee beatstick that “should” cost 5-10 points. When the terminator takes one, he only loses a separately costed storm bolter. They make up this difference with the cost on the termie heavy weapons.
2) GW hates the GK. Case in point, take a look at Paladins vs Custodes guard and their relative point cost.

#1 sounds logical and I hadn't considered the weapon loss. #2 is just too much of a conspiracy theory. I think GW regrets making GK (too limited of a fluff scope) but doesn't hate them.

Terminators were supposed to be far more durable than they are, is my guess.

I think Games Workshop envisioned you dropping a blob of 10 of these bad boys right in the center of the map, and just light stuff up every turn with storm bolter fire, punishing anything that gets too close with high accuracy & damage melee, while also denying psychic powers, and manifesting your own.

The reality, though, is that these guys are just super fragile, and incredibly slow. So once they land and do their business, if there's nothing within 20" that you really care about getting charged, odds are they won't do anything for the rest of the game. Their threat radius is tiny. And should they actually present a threat to you, it's not exceedingly difficult to remove a 2+/5++ anymore.

When you view "Imperium" as a whole, these guys really don't have a role. For psychic there are better units, for dice volume there are far better units, and for melee there are better units. They're a generalist unit that pays a premium for a bunch of attributes that don't really create a cohesive vision and use case, and are backed by the worst stratagems in the entire game.

I definatly think GW hasn't had a vision for GKs since the end of 5th edition. we can hate on the warddex all we want but the 5th edition GK codex had a real vision behind it. they where hyper elite, well equipped foot infantry, who specialzied in fighting deamons and thus had the tools to do so.

7th and 8th editions have basicly stripped out all the anti-deamon tools GKs have had.

Opinions are not facts please don't confuse the two

Because grey knight are so 5th ed and in current ed GW gave them a turd of a dex. Because current edition and golden janitors.

Because Grey Knights has been replaced by the much better selling Custodes faction. And because GW knows that squatting anything outright leads to monumental anger and outrage, they have instead given GK the Sisters of Battle treatment: Doing the faction really half-assed for twenty years, until people don't bother playing it.

DakkaDakka is really the place where you need anti-tank guns to kill basic dudes, because anything less isn't durable enough.

It's only a big deal if you make it to melee. That's means likely not unless you do First To The Fray as your warlord trait, and that'll be the best way to do it.

It would be justified if terminators had relentless still but without that USR it makes basically zero sense to charge more per gun for a terminator vs power armor when your already paying more for the terminator armor in the base model cost. Honestly the GK rules are such a rush job that almost no quality effort was put into the final product.

The price difference bothers me less than the fact they think the weapon is worth 10 points more. That's maybe 5 points more max to keep the Force Weapon.

The difference is 6 points. Which seems reasonable for the cost of a force weapon especially since power weapons are 4-5 points and force weapons are a straight upgrade to power weapons. Which actually seems true since strikes are 6 points more than tactical marines.
