I bet this is an obvious one yet I can't find a previous discussion.
A fly model can move over any terrain but does height matter if it finishes on it?
Ie: my fly model ( with a 8" move) moves 8" forward, can it finish it's move on a tower that is 16" high (exaggerated to get the point)

You always measure from starting point to end point. A fly modl would measure on an angle from it's start location to to its end location by the most direct path.
You don't have to move up and over terrain but you definitely have to measure any distance you cover horizontal or vertical to reach your end point.

While the RaW doesn't actually have enough to say either way, this is the most sensible opinion.

I guess if the base cant sit on it, in principle you cant finish your move on it. So forests and certain multi level ruins for instance.

Wobbly model rule.
The rules for flyers and terrain are unclear, vague, incomplete. Talk to your opponent how to handle it.

To my knowledge, the concept of dangerous/impassable terrain has been overhauled. The terrain type page only discusses which unit types benefit form terrain and/or additional restrictions on particular unit types.
