Ok so to start, I wanna list out the strats
Vets of the long war, pick a heretic astarties unit during either the fight or shooting phase and +1 to their wound rolls until the end of the phase.
Cycle of slaughter: at the end of the fight phase, pick a unit of tzaangors and fight again.
My question would be, would you consider cycle of slaughter to still be in the fight phase? Because it does not say it takes place after the fight phase, just at the end of it. And with that would vets of the long war still be activated on them because the fight phase has not ended?
I could see it be argued either way reasonably. Thoughts?

I would consider it to still be in the phase. Similar to how a deepstrike ability takes place at the end of the Movement Phase. It is simply specifying that its the last action or series of actions in the case of multiple such resolutions. Once the phase is finished and you move onto the Morale Phase then the buff from VotLW is over.
