Hello!

Older player just returning to 40k from 5th edition, Im reading the rulebook as well as my DA codex and there is nothing saying it prevents me from charging the same turn I teleport in, is this correct??

That's correct. The downside is a 9" charge is likely to fail.
It's something you need to get used to in 8th. You can pretty much always charge (unless you advanced, mostly).
The trick is finding ways to improve your odds. The reroll stratagem is the easiest way.

If you're wanting to drop a unit in to melee, if you use Raven Guard they have a stratagem that allows you to effectively teleport a unit at the beginning of the game. This happens before the first player's turn which means you can still move. This means you can get within about 4/5 inches (depending on the movement characteristic of the unit) turn one and still charge, with a very high chance of success.

The main problem with this tactic is that it's mostly effective when you get the first turn. If you go second, you still have to place the unit on the battlefield before your opponent takes their turn.
