I am learning to play the game with a buddy who plays Ultramarines. He uses a stratagem that allows him to upgrade his captain to a "chapter master". I had no problem with this but while daydreaming about 40k at work, I thought to myself, "wait a second, isn't Marneus Augustus Calgar the Chaptermaster of the UItramarines?!" Can a chapter with a named Chapter Master, that already have rules, use this strategy? I am not so worried about game balance but I am a fluffy kind of player, so it seems odd that they can.

But it'd be pointless-the point is to let them reroll ALL hits instead of just 1s, and Calgar and company already do that.

Edit: WAIT! You meant "Can UM use this even though they have a Chapter Master"! Not "Can CALGAR use this"!

Fluff wise it doesn't make sense to raise a captain to chapter master since Calgar is about, yes. Game play wise he can use this stratagem. Perhaps think of it as his Captain gives a speech and riles up the Ultramarines and they "fight" with such fervor that they act like he is the chapter master himself, or the eyes of Marneus Calgar are upon them etc.
Hey, learning the game with a friend is awesome. Did you enjoy the game? Did you teach the self-righteous little blue men a lesson?

Fluff wise it does make sense if you are playing with historic ultramarines before Calgar was Chapter Master.

Sadly, I almost always lose. I did post in the strategy section on how to counter Primaris with Chaos Night Lords and have a new plan but we've yet to play since...

So rules wise, unless you are running the man himself (a.k.a Marneus Calgar) then you can use the stratagem.

If you are running him, you cant use it.

Fluff wise, i think it would basically be a chapter master giving the captain "Commander" status of the current strike force, basically acting on his behalf (hence treated as a chapter master)

This is correct. The Stratagem prevents you having a 2nd chapter master from the same chapter.

It also means you can have your own Chapter Master of your counts-as-Ultramarines successor chapter.
