I believe there is a limit to the amount of Pre-Game stratagems you can use but I cannot find the relevant section to quote to somebody.

Can someone assist me with what limits the use of say a deep strike stratagem in the Pre-game?

That section specifically says that you can indeed spend before the game strats over again.

So if I had say, 10 units of deamons, i could spend 5 CP and Deepstrike 5 units?

Yes.

There is no actual limit to how many times you can use a stratagem that takes place outside of a phase. The only limitation to stratagem use is once per phase. Pre game deployment is not a phase so you can just keep using them.

There is however the limitation that 1/2 your units have to be deployed on the board.

To confirm what the others have stated, you can use "pre-game" stratagems an unlimited time, even in Matched Play. Since you're trying to deploy units not on the battlefield, also keep in mine the matched play limitation on the amount of units not deployed on the battlefield.

Yes, you can use such stratagems like Denizens of the Warp as many times as you want. But other stratagems like Webway Infiltration for Thousand Sons says Once per game on it. So you have to read each stratagem for its rules.
