I'm new to 40k and wanted to do some theory crafting before buying an entire army. How does this look?

I think the list looks fairly solid. My only real suggestion would be to drop a tactical squad since you only need three troop choices to fill the battalion. Those points can be better spent elsewhere, I'd consider adding more Sanguiniary Guard. That would require you to buy a whole box of them which isn't optimal. However, be aware of the fact that the Sanguiniary Guard boxes only include three swords so you will have to locate two appropriate replacements somehow.

Remove one tac squad, and replace the librarian with mephiston, he is 145 pts. and so much better than a standard librarian. Use quickening and wings of sanguinius and a third psychic power of your choice. There is no need for a JP, mephiston can move 19" first turn and 24" later with wings of sanguinius. You need some heavy weapons, like lascannons or rocket launchers. Replace one twin AC with a lascannon. Make the sanguinary ancient your warlord and give him the standard of sacrifice.

This list looks decent enough. As above I would recommend dropping one tactical squad since the extra troop choice is not needed and the points can be spent elsewhere. You do also need some anti-tank, and the standard of sacrifice is really useful for keeping those sanguinary guard on the table. Mephiston would be a good option to replace the librarian if you have the points, although if you're planning to "deep-strike" the librarian keep it as is.

Looks good, but you still have no heavy weapons. Use boltguns on one scout unit, move the heavy Bolter there, remove one sang guard and put a lascannon on the tac squad.
