Look at buildings again. some have a Toughness value and Wounds.

I know the Imperial Bastion has a Toughness and Wounds value.

So they clearly mean attacking the building itself, and not any unit within.

There's a difference between a BUILDING (i.e. a bunker, bastion, strongpoint etc. a stationary model often with transport capacity) and ruins or other terrain.
