This seems like it is stupid question, but here I go anyway:

Does Khârn benefit from his own "Kill! Maim! Burn!" rule or better yet, how does Khârn's "The Betrayer" rule work with his own "Kill! Maim! Burn!" rule?

I am inclined towards "No", but I can see ambiguity.

Relevant rules:
The Betrayer wrote:You cannot re-roll or modify hit rolls of 1...
Kill! Maim! Burn! wrote:You can re-roll failed hit rolls...
I find usually in these situations that cannot trumps can, but again it could be slightly ambiguous. Would like to see it addressed in a FAQ at least just to make sure.

I don't see any ambiguity. It says you can't. So you can't.
The other rule is an aura so is less specific in it's targeting.

Not covered in any faq (nor I believe the the troublesome problem of Kharn hitting himself)

You have one rule saying you can reroll failed hits (General) and one saying you can't re-roll or modify ones (Specific).

Since the entire premise of the game relies on Specific overwriting general, the specific rule wins.

Except by definition Khârn is a friendly model, within 1" of Khârn. The rule as written, he can never discard his rules betrayal hits. The rule needs to say "If there are no other friendly models" for it to work.
