My friend and I are trying to figure out how they work, due to the rulebook saying you can shoot a model within 1" but you have to target the closest model, so if he charged my unit that has 10 bolt pistols would I be able to shoot those guys in my shooting phase, then attack in the fight phase?

Yes, shooting with pistols is done in the shooting phase. But keep in mind that you must shoot the closest model. That is decided on a model to model basis. Just to avoid unnecessary confusion: each of your models shoots at it's closest enemy, that unit takes any wounds as normal ( the closest enemy model doesn't have to be the casualty)

Yes. If a model is in the same distance to two different units you can choose which unit gets shot. Wounds are allocated as usual.
