My friend use a stratagems of eldar but Ynnari isn't craftworld

As long as he has a detachment of pure Craftworld Eldar he unlocks those stratagems and may use them on any legal target (ynnari or craftworld).

You're being really vague as to what he is doing, because the details are important as to what he is doing is legal or not.

Is he taking a pure Craftworld detachment that isn't Ynarri as well as a detachment of Ynarri?

Then he's doing it wrong,

You need at least 1x Craftworld Detachment even if your army is Ynnari.

Stratagems works due the keywords there, Asuryani infantry as example, since Drukhari units lack that keyword you can't use for Dark eldar units as example.

In order to use CWE stratagems, you need at least 1 pure CWE detachment. This can be as simple as a Patrol with 1 HQ and Troop, or a Flyer detachment of Hemlocks/Crimson Hunter.
The rest of the army can be Ynnari detachments.

Also, the sttratagmes will only apply to units that are CWE, which can be Ynnari ones.

For Example, you can have Ynnari Dark Reapers that use the Forewarned stratagem so long as you properly unlocked the CWE strats as above.

If you have only one detachment in your army, and this detachment is Ynnari, you don't have access to the craftworlds stratagems.
These stratagems are only available to him if he has at least one detachment that only contains Craftworld (Asuryani) units.
So if he has a first detachment with only Craftworlds, and a second detachment with a mix of Ynnari, Craftworlds and Drukhari, then he has access to the Craftworld stratagems. And these stratagems can be used on the units from the Ynnari detachment (if they have the correct keywords of course).
