If you mean the one from the Imperial Armour - Index Forces of Chaos FAQ v1.1 then yes, it can, because it explicitly says "Use the Helbrute datasheet on page 33 of Index: Chaos." which has the name Helbrute. This isn't a case of the keywords not matching because the Fire Frenzy stratagem doesn't look for the keyword, it looks for the name "Helbrute".

The Astra Copywritum errata proves that a lower-case name is not the same as a keyword.
