i think a group like the draka is suitably grimdark enough for 40k what does everyone else think?

In what way? Painted and converted with the appropriate iconography? They're your models, do what you like with them (although I'm not a fan of having 40k armies looking obviously like things from other settings; they just look wrong to me ). With a backstory based on the history of the novels? I suppose so, although I'm not sure how this would make them particularly unique in 40k.
