Can modifiers make it impossible to hit in shooting? Or will a 6 always hit?

A 6 is not always a hit. You can be modified to always miss. This affects orks more than most.

There is even a situation where you can make any result you roll to hit be modified down to a 1, thanks to GW giving -1 to hit effects to the Craftworld Eldar like it's going out of style. All you need to do is shoot at night (-1 to hit @ 24") after moving a heavy weapon (-1 to hit) at some knife eared blokes painted blue (Alaitoc Attribute, -1 to hit at +12") with fancy armour (Warp Spider's Flickerjump ability, -1 to hit) who are pulling some Matrix moves (Lightning-Fast Reactions Stratagem, -1 to hit). So that's a total of -5 to hit.

This happens to me all the time!

If you ever play with "that guy" remember this :
"there may be times when you are not sure exactly how to resolve a situation that has come up during play. When this happens, have a quick chat with your opponent and apply the solution that makes the most sense to both of you (or seems the most fun!), If no single solution presents itself, you and your opponent should roll off, and whoever rolls the highest gets to choose what happens." @ OP yes. Orks can't shoot at many targets as a 6 does not always hit.

Worth noting modifiers don't effect overwatch. A 6 does always hit in this case

Ackchyually, modifiers do affect overwatch, they just don't affect whether or not the roll is a hit or not. Overcharging a Combi-Plasma (thus -1 to hit)? You're gonna die on a 1 or 2, even on overwatch. Firing some totally legit and not broken Tesla Carbines under the affect of "My Will Be Done", giving you a +1 to hit rolls? You're gonna be getting 3 hits even on a 5 because the tesla effect will trigger.

Actually with Tesla it's "on a hit roll of 6+ you hit 3 times instead of 1", so considering a roll of 5 in overwatch is 0 hits you don't get permission to replace it with 3. Otherwise this is correct.

The Smoke Launcher FAQ gives precedent that replacements sill replace even if the original thing can't happen.

I disagree that it applies here. The Smoke Launcher is performing a different action instead of one that you normally couldn't otherwise. Tesla is replacing a specific result. In this case replacing the result of 1 hit with 3 hits.

Regardless, I don't want to derail the OP's thread any further, so I won't respond further on this matter here. Feel free to PM me if you want to continue discussing.

It may be noteworthy that weapons that cause a mortal wound on a hit roll of 6 still cause that mortal wound. Like tau sniper drones for example.
