Nurgle Chosen Marine on a Palanquin

So the company Ancient gives a +4 chance for a dead marine to get one last shot/punch off. This is similar, but worded differently to the Noise marines ability where when they die, they get one more shot or punch off. The Noise marine one was just clarified so that if the unit is in close combat (enemy within 1") they can only shoot pistols, as they are in close combat.

The company ancient says "may shoot as if it were the shooting phase" and locally, at least, this was interpreted to mean "shoot whatever they want with whatever they want". the Noise marine clarification brings the idea that even though a unit can shoot as if it was the shooting phase, they still count as being locked in close combat, therefor, can only shoot pistols.

How is this looked at from other points of view? Is this a mistake centralized to my local meta? Should the Ancient banner have received the same clarification that noise marines got?

"may shoot as if it were the shooting phase" still means shooting phase restrictions. I.E. can not shoot if within 1 inch of an enemy model unless it is a pistol etc...

So locally "shoot whatever they want with whatever they want" is not the correct way to play it.
