2000 on the spot. This list revolves around multiple synergies. Longstrike buffs the hammerheads and can offer a nice one-turn destruction unloading the seeker missiles, especially when using Focused Fire. The striker teams benefit from the fireblades, the darkstrider and the pulse accelerator drones. Especially the big striker team, with "Through unity, devastation", darkstrider and cadre can create a really deadly unit within 18". T'au Sept riptide and broadside make for a hell of overwatch (5+ rerollable) against anything that would charge your strike teams. Ghostkeel exists as a very durable front line threat (-2 to be hit, 4++) which can also overwatch on a 5+ with d3+2 melta shots. Furthermore the ghostkeel acts as a shield for the coldstar commander, who can move 40" and unload his fusions due to Vi'orla. The list has plenty of markerlight support (2 cadre, darkstrider, farsight marksman and 15 pathfinders), which should be enough to get the party started. And of course, the pinnacle of the list is the 20 CP it generates, enough for basically everything.
Alternative plan: Replace the ghostkeel for one more broadside and make one of the vi'orla striker teams also 12 strong. This lets you use "Hot Blooded" to shoot with your striker team twice AND gives you an extra HRR, but kind of takes away the additional fusion support and makes the coldstar commander have to play a lot more defensively.
