This might be a really dumb question, but I cannot find an answer...
Do eldar ranger get their bonus for being in cover save under these circumstamces? In both cases it is clear they do not receive the bonus for cover itself. The only thing unclear is the extra +1 they get for their cameleoline cloaks.
1. They are being fired upon by an enemy that ignores cover bonuses (e.g. imperial fist chapter tactics)
2. In close combat

Both scenarios obviously only come in question as long as the ranger are standing in terrain.

They get +2 from cover instead of +1. Its is not an additional bonus, it is a replacement of the base bonus.
If they don't get the base bonus they do not get the replacement.

So no to both.

Except that's not what the ranger rules say. That's how the space marine camo cloaks read.
The ranger ones says to add 1 to armor save when the unit is "in cover".
Is the unit still "in cover" even if it does not gain the bonus for cover?

Are you using the 8th edition codex?
Because 'add 1 to the armor save when the unit is in cover' is not what the 8th edition Eldar codex says.

It sounds to me you're not using the 8th edition codex. The 8th edition codex is explicitly clear it's a replacement of the cover bonus. If something ignores cover, it ignores the ranger rule too.

It doesn't sound like their rules from any previous edition either. Is this a translation issue perhaps? Are you refering to the German codex?

"Your opponent must subtract 1 from their hit rolls for attacks that target this unit. In addition, add 2 to saving throws made for models from this unit that are in cover, instead of 1."

Thats the rule. They dont add 1 to armor save when the unit is "in cover". They add 2 instead of 1.

To answer your questions.

1. No. When an enemy unit ignores cover, they dont add 2 to their saving throws.
2. No. No one gets cover in CC. Unless there is a special rule saying so.
