So we have Eldar who shine in the Warp, Humans that a pretty dimly lit if you know what I mean, and Tau who are even more so in the dark.

Could it be that since Chaos has been eating souls for so long that either A. Races are evolving to be less appetizing, B. The energy that gives souls that extra spark is running out, causing new races to diminish in soul quality, or C. That the longer that races are around the stronger their souls are and Chaos is eating humans before they’ve ripened.

Too draw this out to further down the line, perhaps there won’t be any Warp sensitive races in the future. Chaos eats the Eldar and Humans. Eventually the only food they would have would be Tau and whatever comes after them, which might have no Warp presence.

Well, humans have only just started to "shine" in the less 20+ thousand years as their psychic potential is blooming. So to say it is diminishing is the opposite of what is happening.
Humans are also plentiful and spread throughout the galaxy. If anything, this is fueling Chaos more than ever

And Eldar have guarded themselves against Chaos since their fall and the creation of Slaanesh. CWE, Exodite and many Corsairs wear special stones that capture their soul at the moment of death and thus deny Slaanesh from getting them. Harlequins are protected by the Laughing god and Dark Eldar live in the Webway protected from Chaos and try to live forever by various means.
So Eldar haven't really been fueling Chaos for the last 10,000 years, yet Chaos is flourishing. Why? Because of humans and the conflict between the Imperium and the Traitor legions.

So no, killing off psychic Xenos would not hurt Chaos. Killing off humanity might though.

The only race that has a significant role in feeding Chaos is Humanity. All the Xenos in the galaxy to die and Chaos would keep on thriving thanks to old E.

An Eldar Soul is like a feast though. There have been cases where Slaaanesh daemons have eaten Soul Stones. The description of Fulgrim’s sword killing a Wraithlord seemed to confirm that.

True. But there are so damn few eldar.

Which would have a bigger impact in starving humanity; wiping out Wagyu Beef cattle herd, or wiping out Rice?

You kind of moved the goal posts there. Chaos will get along just fine (though Slaanest would be quite sad) without the Eldar. Ending humanity, on the other hand, would herald some serious hard times for the chaos powers in the warp.

eh I dunno we only have the cabal's word on that.
