I have 1000 points of Militarum Tempestus, but that isn’t an army that I can play forever, so I was figuring I would eventually jump into Primaris Marines. Probably Raven Guard because those are good Chapter Tactics and I have an avian aesthetic going on the my Militarum Tempestus already.

So the question is, how would you put together about 1000 points of Primaris Marines (and Scouts, because those are essential) while having your standard 1000 points of Militarum Tempestus? (Preferably Raven Guard, but I’m open to seeing other things).

Raven Guard is awesome, but despite it not being out yet, I would strongly consider Deathwatch if you want to add some allied Primaris to the MT.

If you want to play Primaris Deathwatch are looking like the go to guys. If you do want to run raven guard though I'd consider a strong firebase of a captain, 3x hellblaster squads, banner ancient with the relic and then maybe a lieutenant and apothecary if you feel like splurging. Or you could go for a really aggressive approach and infiltrate aggressors to clear any screens and pray you go first.

They are pretty elite, but isn’t Deathwatch for mostly fighting Xenos? I am not to familiar with them yet.

Hellblasters and Aggressors are the stand out units, but I quite enjoy my Intercessors. They're great bullies. Skip Redemptors imo, and Repulsors are way too niche. They do work with Hellblasters and characters inside to reduce your drops right down, and are great dakkaboats, but they just die too easily. I like em but they need babysitting. Honestly, if I were putting together 1k of Primaris now, they'd be DW all the way.

Here is roughly the first 500 points which is the core for a battalion:

This is Assuming Raven Guard and while not super competitive (because Primaris aren't)) it would do you well in pick up games.

Captain and Lieutenant stick to the Hellblasters with their Auras, scouts screen. Inceptors deep strike and delete your enemies biggest threat (fun fact: Plasma Inceptors will usually kill a Daemon Prince in one round of shooting!). Aggressors are there mostly because you said Raven Guard, use the strat on them to deploy them next to your enemy screens and fill them full of lead!

I have been looking into the new Deathwatch stuff, and by the Emperor, screw Raven Guard, even if I like my birds or war aesthetic with my Scions! I will just expound upon the L33t aspect of Deathwatch and Militarum Tempestus! This is the army for Primaris!
