So for my conversion (just a weapon/head swap on an old tactical sgt), the 25mm he is on is okay?

Terminators used to be small enough to come with a 25mm and people are still allowed tl use those, you're fine.

Do yourself a favor and put him on 32mm. Yes you can use 25mm but everything released now is all on 32mm and I can safely say that the 32mm look much much better. I have revised about 300 marines now to 32mm bases after I did a test squad on them and they looked so fantastic.
