No. A power that was denied did not fail, it succeed but the effect was negated. This is not a pointless nitpick, because a power that succeeds but is then denied was still manifested, but not resolved.

As above. It's key as for example maelstrom cards can reauire the power to succeed, not for its effects to be resolved.
