Subject: Chaos cultists only in sets of 5?

sorry im pretty new at this but if i need 20 cultist is my only hope buying 4 of those boxes that come with 5 or is there a larger set somewhere?

Pretty much. There is also the Cultist Assault set, but that is basically just 4 boxes + Aspiring champion
You can also convert other sets, like a Genestealer CUlt box, to be Chaos Cultist

There was a set with 20 cultists and a Champion that was recently withdrawn from production, but you might be able to find if you hunt for it.
They were also in the previous edition starter set so you might be able to find some on eBay, though they are getting more scarce.
Failing all that, why not use Necromunda models?

Necromunda models are a great choice. They have a lot of variety in gangs letting you pick the one that best matches the feel of your army. And they come in packs of 10 with lots of options

As mentioned, eBay is your friend for cheap squads of Cultists, as you can currently only get packs of 5 monopose autogun/autopistol Cultists from GW. I would also suggest mixing Chaos Marauders, Flagellants, Catachans, and Cadian bits to make more.
If you don't play in a GW, I would also suggest looking at Anvil Industries and Mad Robot Miniatures.
