So if I am reading things right Monstrous Creatures are every bit as capable when they have been whittled down to just one wound as they are at their full wound count, but vehicles gradually lose capability as their wound count diminishes. Is this right?

Depends on the monster and the vehicle. Dreadnoughts and carnifexes do not degrade. Predators and hive tyrants do. Some things also degrade in shooting. Some in melee attacks.

This has nothing to do with monsters or vehicles. Models with 10 or more wounds have a degrading profile. That’s it
