drop detachments, like totally, you have an "army", pick the faction it will be.

Every troop choice you bring allows you to bring one non-troop choice, every two units for a faction allows one Dedicated Transport for that faction.

Every two units of your faction allows one unit from another aligned faction, which follows the same restrictions.

CP are 3 for turning up, then one for every HQ unit (possibly two for "senior" HQ units?)

purpose:

you have an actual army, dominated by a single faction that will form 2/3 of its units (though perhaps not its points), and dominated by troops (again in units perhaps not points)

drop other restrictions, except perhaps to note that LoW require two troops for each one taken (so take the place of two other supporting units)

add the "rite of war" system 30k uses to allow this to be adjusted, pick one, from your core faction - e.g. one making terminators troops, or allowing drop pods for everything or whatever.

CP can only be spent on the faction or sub faction that generated them - the three core go to the primary core faction.

Its now very easy to bring in one or two allied specialists, as long as at least half are troops from that faction, you don't have officers out numbering the troop units they command and unless you go with a rite of war its hard to muck about too much so nasty combinations that don't make a lot of sense are prevented.

as an aside "special forces" factions like Deathwatch with highly flexible troop units get a bit of a boost as they are easy to add to another faction.

1. This should be in Proposed Rules.

2. I don't like it, far too restrictive on (whilst not necessarily fluffy armies) fun combinations. If you want to run a fluffy force then go ahead but I don't think you should enforce that rule on other people.

Take super cheap IS units. Fill in the other 1/3 with the best units you can find.
