What is the best assumption for a Space Wolves army - That they will have to close the gap and move toward their opponents, or that the opponents will move toward them?

Neither, they will be long crippled either way. Space Wolves have a hard time with anything.

Better wait for their codex come out (at the bottom of this year maybe?) before reach that conclusion. We don't know if GW will give us Primarch Leman Russ then everybody else might scream "SW is too OP" again
I think SW is a combined arms army, just more tends to close combat than normal Space Marnes with a "not that bad" shooting ability. At least for now what I can see being strong for them might be outflank 3 units of 10 Wuflens, who come down in price in the 2017 CA As long as your frontal units are not wiped in T1, they come in and will cause huge trouble on enemy.

I actually expect my units (apart from Wulfen, shield dreads and TWC) to be mainly shooting and doing melee only as an option under the right circumstances. So WG packleaders get combi-weapons instead of melee weapons ans Skyclaws rely more on their triple flamers than on their chainswords.

But with many armies nowadays lacking melee elements, you probably will not get charged too often.

I tend to load up on as much short-ranged firepower as possible and advance to put pressure on the enemy. If the enemy are not CC orientated, a well timed charge can finish them off. Grey Hunters may not be a powerhouse unit but they are twice as good as regular marines in CC.

If the enemy is a CC foe, let them advance into a hail of fire and then your Grey Hunters bear the brunt on the charge. Then counter-charge with your own CC units.

Of course all this is easier said than done as most enemies have their codices and stratagems now but the sons of Russ can still put up a fight in the hands of a skilled general.

I do the opposite than mentioned above, i put some long fangs in the back, and heavy melee units front. That way i force melee oriented lists into coming to me, or if i face gunlines where i have to close in, i’ve got support fire to take down screens or heavy fire platforms. If my long fangs are targeted, fine, then my melee units will receive less fire.
