I don't want to ask you guys to build a list for me, more just, "Hey, you look like your short on anti vehicle, or anti horde and these options might be worth taking a look at."

First off,
there are some auctions on eBay to help with your Berzerker problem.
Second, does the box of Havocs now come with multiples of each heavy weapon? The last I saw, you got a Heavy Bolter, Autocannon, Missile Launcher and Lascannon. You might need to look at the contents to make sure you have what you need.
Third, a good Black Legion army starts with Abaddon and builds around him for rerolls to hit and morale immunity. Looking at what you have to work with, you have a decent frontline assault with the Terminators, Bikers and the Warp Talons, you have a decent midrange force of Cultists,
CSMs and Berzerkers, and you have a small amount of long range firepower. The Sorcerers and Dark Apostles could be used to make each of these stronger in various ways.
I would call this a balanced army. My experience with Black Legion is they excel when they are imbalanced in one area or another, i.e. lots of frontline assault or lots of midrange firepower. For my army, I emphasize long-range firepower and take as many lascannons as possible.
My advice would be something like the following. I'm just going to work with what you have, but speak up if you want advice on other units to go.

Troops
- 30x Cultists
- 5x Berzerkers
- 10x
CSM with 2 Flamers
Elites
- 5x Terminators with combi-plasma and power axes
- 5x Chosen with Plasma

- 3x Bikers
Heavy Support
- 7x Havocs with 4 Lascannons (
WYSIWYG is no longer a rule, just tell your opponent they are lascannons)
DTs
- 3x Rhinos
This is what, maybe 1400 points of Black Legion? What you would do is put Abaddon and the Terminators in deep strike and move the Rhinos / Bikers up the board turn 1 and pop smoke where you can. Maybe Warptime one of the Rhinos to get the Berzerkers closer. Have the Havocs shoot stuff up and footslog the Cultists. Bring Abaddon and the Terminators in turn 2, disembark troops, and get ready to charge stuff.
Keep your units as close as possible to Abaddon for the rerolls to hit. Something to remember about the Charge phase (not the Fight phase) is you can move your models wherever you want as part of the Charge move. You don't have to move them directly towards the nearest enemy unit. This will help to conga line units back to Abaddon for those rerolls, and you can always pull models from the front if you need to engage in some shennanigans.
Just remember this is a place to start and not a competitive list. Many of the units chosen are based on what you have available, not based on the most optimal unit. This army will perform well against most elite armies, but you will face challenges with gunlines and hordes. You have a lot of infantry that fights at mid-range but very few of the hammer units Chaos is known for. If you want to build it out, commit to a style of play: either mid-range, close quarters firefights with
MSU or some heavy support. Consider more Havocs, Predators, Daemon Prices, and maybe even a Defiler for the next units to add. Consider replacing the
CSMs with more efficient troops (like Noise Marines) or 'blending' some units (2 Plasma guns on a 10x
CSM squad) for much wounds / punch.
