Per the Adeptus Custodes Codex:

If the bearer is on the battlefield, at the beginning of the game but before the first turn you can remove them and up to one friendly ADEPTUS CUSTODES unit within 6" of them from the battlefield and set them up again following the mission rules. You must set them up on the battlefield.

My question is, does this mean that the units have to set up/redeploy in their deployment zone? Or is this essentially a deepstrike maneuver, that bypasses the first turn restriction?

"set them up again following the mission rules" is pretty clear. You have to stay in your deployment zone.

It depends on what the mission rules state, since you're instructed to follow the mission rules.

Given they were deployed, they can be placed outside of the deployment zone assum8g no other conflict.
