Sort of a random question but I think there is something interesting to say about it. Can you take a model that has specific guns listed in it's profile (Like a land raider having a twin heavy bolter and two twin lascannons) and just opt to not pay the points and not field some of the weapons? In a matched play/ competitive scenario I mean.

I know some people have been annoyed by the points cost and overkillness of the repulsor because they just want to transport their primaris and have no other option. For them could they just model the repulsor with just the heavy bolter or no weapons at all just to lug around marines. I am probably speaking to a niche group here but i would like to know any thoughts on this you may have/ if it's a useful or valid tactic and if you think the rule book permits it.

First, welcome to Dakka.

Sadly you need to take what’s listed. I’ve love to just pop the turret off of the repulsor and fly it as a slightly more economical transport, but that’s not allowed. Anything that’s either/or you can take a low cost option, but you need to take one of the choices given. Purely optional stuff you can leave off.

Just the way things work unfortunately.
