Just a quick one. Should you measure from the base or the model for this stratagem? I feel the intent is from the model but I do have some bias there.

Is there anything in the stratagem text that overrides the rulebook language on measurement?

Distances in Warhammer 40,000 are measured in inches (") between the closest points of the bases of the models you’re measuring to and from. If a model does not have a base, such is the case with many vehicles, measure to and from the closest point of that model’s hull instead. You can measure distances whenever you wish.

I believe the stratagem states "Within 2" of the model and 6" of the base". So when you consider that ruins and buildings are intended to have a 3" per level height, the knight from base to base should be able to hit anyone on the first or second floor and within 2" of the the knight model.

It doesn't. It says "... If your model can end its charge move within 2" horizontally and 6" vertically of that enemy unit,..."

You measure from the base. This is what the rules say. What you think the "intent" is is meaningless. The rules are crystal clear.
