I mean, here are definitely no rules relates to vehicles on the landing pad. So if your opponent is OK with any models standing on the pad (and they should be, outside of the
RAW dystopia of
YMDC) then a vehicle can stand in it.
Landing pads don't appear to have similar rules to ruins in regard to vehicles. (Which, as they are intended to house flyers, makes sense )
But it BECOMES a ruin upon being destroyed, so I think it is completely fair for the opponent to consider the vehicle parked on top the of landing pad as being on a second level of the to-be ruin.
It is too inconsistent to allow the vehicle to "embark" on the landing pad while its alive but you can't go on top of it once its destroyed and is considered a ruin.

This is in a grey area because landing pad doesn't have the TRANSPORT keyword, and therefore as per
RAW, units on top of it is technically not "embarked" on the said landing pad. If it had the keywords TRANSPORT and OPEN TOPPED rule, then the units "embarked" on the landing pad would be able to shoot out, but would otherwise be untargetable by any weapon/abilities.
In theory as it currently stands however, if the knight was within 1" of the landing pad, and the units on top of the landing pad was within 1" the said knight, and the said knight had declared charge on both the landing pad and the unit on top, the knight would be able to attack the units on top.
BUT!!!
Technically the knight would be unable to draw a 'within 1"' line to the models on top as the landing pad itself is taller than 1". So unless the model has HOVERING rule or any similar equivalent where it forces you to measure distance from any point of the hull, the units on top of the landing pad will not be chargeable.
Furthermore, because landing pad doesnt have the keyword TRANSPORT it cannot start the game with units "embarked" on it.
