Curse of the Walking Pox: Each time an enemy INFANTRY model is slain by a Poxwalker in the Fight phase, add one model to the Poxwalker's unit.

Does it cost reserve points if the number models exceed my starting total and can the number of models go over the max which is 20?

Death Guard FAQ answers this and more. https://whc-cdn.games-workshop.com/wp-content/uploads/2017/11/warhammer_40000_death_guard_en-2.pdf

Ghaz has a sticky with direct links to all the FAQ stickied as well as the link to the main FAQ site itself. https://www.dakkadakka.com/dakkaforum/posts/list/736188.page

More generally, replacing slain models to a unit (by default) does not cause reinforcement points, adding new models above its starting strength does cost reinforcement points and creating new units (such as Chaos Spawn, for example) costs reinforcement points. This can, of course, be overridden by a units own specific rules (such as the case for Horrors).
