Does it cost reserve points if the number models exceed my starting total and can the number of models go over the max which is 20?

https://www.dakkadakka.com/dakkaforum/posts/list/736188.page More generally, replacing slain models to a unit (by default) does not cause reinforcement points, adding new models above its starting strength does cost reinforcement points and creating new units (such as Chaos Spawn, for example) costs reinforcement points. This can, of course, be overridden by a units own specific rules (such as the case for Horrors).
