No, you cannot, due to the aforementioned FAQ, which contradicts how overwatch works and also contradicts several Tyranid movement phase abilities, where ‘as if it were the Movement Phase’, doesn't mean "so all the normal restrictions of the Shooting phase still apply", so make of that what you will.

If that unit is "using a weapon that allows them to target a Character even if it is not the closest enemy unit. " then yes.
