I'm wondering if it's possible to use a custom forge world and color scheme that can use Graia abilities like Refusal to Yield? Would that be legit?

Nobody is gonna care. You can paint them pink and just use the Graia keyword and Dogma.

I say go ahead. Paint is just a cosmetic thing to me and my group, if you've got red marines and want to play with Salamander Chapter Tactics or something else it's all good. My Ad Mech is painted in the Mars scheme and I use whichever Forgeworld trait I feel like using that day, I just make sure before a game and during that my opponent knows what's what.

Official GW policy currently is that if your painted as faction X you have to play them as faction X in their tournaments.
So no Blood Angels pretending to be Ultramarines.

However if you paint your own custom faction you can use them as whatever you want.

So to be safe just avoid using an 'official' paint scheme.
