Money. Big events would simply not be able to function properly. If you're running an event in a local shop then you can probably be a bit more flexible. But I'm sure the owner and employees would like to go home at a reasonable time. Waiting for a horde player to finish their game would not make them very popular with the other players or staff.

Fear of punishment only works on people who aren't going to commit the crime anyway. If it did work than there would be a smaller prison population then we do in this country.

Draconian punishments are really for the enjoyment of the mob.

That time is used to visit the restroom and find your next table. The only time you get free time is if your game ended early.

I personally feel a game should only be scored for the turns played. Talking out and scoring the unplayed turns should be a DQ for false reporting.

The thing about slow play is everybody does it. But few own it, because of time dilation. Clocks remove doubt and give a Judge evidence to act on.
