I love both of these models, and tbh they both feel very similar, the major difference being points and durability compared to straight damage. Would you consider taking either of these and in what cases? When would you take incubi over WB, and vice versa? Both models definitely appear to be second choices when compared to their other models in the codex, how would you even go about running them efficiently?

I'll admit to not knowing much about Wraithblades. However, I can tell you that there's almost no reason to bring Incubi in a Drukhari army.
For a glass-cannon melee unit, their damage is actually very poor. AP3 is decent, but S4 D1 seems barely worth getting into melee for.
Added to that, they have no support from army traits, can't benefit from an Archon's aura, and their special character's aura is redundant from turn 3 onwards.
Now, the same is true of Mandrakes, but with innate Deep Strike and an 18" Assault 2 S4 AP-1 shooting attack that inflicts Mortal Wounds on 6s to wound, they're still pretty decent even without support. I'd far rather take these over Incubi.

Well, I would take neither nor.
This edition amounts to a shooting game.
Staying in cc is an issue.
I'd prefer Wraithguard or Kabalite Warriors.

I can't imagine why you'd take Incubi over Wraithblades, maybe because they're cheaper, but the fact that Wraithblades are T6, W3 with a 4++ Invuln is just too good.

I mean, theyre totally different units, but theyre both too expensive for what they do. I think I like wraithblades a touch more because you can buff the hell out of them with runes of battle spells.

Beyond the current crunch, thematically, they fill different roles.
Incubi are murderers. Get them in, do it fast, let them kill.
Wraithblades are Wraith constructs. Slow (for Eldar). Durable.
Crunch-wise, the Incubi do have a 3+, but that's almost incidental. They are Eldar bodies. They aren't the sort to take shots. They don't fight battles. They murder things.
Wraithblades do hit hard, but that's more because they're slow and costly. It's not really their schtick.
So, thematically, you'd use your Incubi if you need a CC threat to get up there and kill stuff, but not as a footslogger to hold a flank and weather the storm.
Thematically, tou'd take the Wraithblades if you need a rook style unit (think Termies or Dread) that can hold it's own against whatever comes at it. You wouldn't take them to rush up the field and get stuck in.
In practice, however, neither unit currently does said job well. Rook-style units aren't that useful, and Wraithblades aren't a good version of one. CC murderizer footsloggers like Incubi don't do well without things like Alpha Legion infiltrate, and there are better options.

I actually use wraithblades regularly. As already pointed out whrn supported by runes of battle powers and fortune can get them to 2+/3++/5+++ they can be quite tanky and hit pretty hard.
Incubi im not a fan of. I love the models and the idea of them but really they just seem to act as expensive ablative wounds for the klaivex

I initially didn't think there was anything explicitly wrong with incubi. Take 5, put them in a Venom, fly up the table, assault turn 2 into a unit of MEQ (I don't know, devastators or something). Watch it blend.
They are not so expensive that it matters much if they die - and while they are not hard to kill, they can be annoying to deal with if you have lots of other things floating around which are theoretically more important.
On the other hand a downside of this MSU style is that overwatch from certain units is lethal. There are plenty of units which should expect to kill 2, 3 or more Incubi on the way in (I mean 10 fire Tau Sept fire warriors for instance). At which point the unit isn't going to do much damage and is scarcely an annoyance. You could take a full squad in a raider - but then you are creating an even narrower set of optimal targets. Its kind of overkill to run into MSU MEQ with 10 Incubi that will get targeted next turn.
The problem is that dealing with MEQ isn't typically a competitive priority - and there are a considerable number of superior DE methods of dealing with it if it was. They don't synergies with the rest the army, are a bit poor versus true hordes, or anything with T5, multiple wounds, a good invul - never mind all 3.
TL/DR, they are badly designed. Similar issues to Banshees and Scorpions. You are taking a lot of risk for very limited upside. Like a lot of units I feel they pay a disproportionate premium because they might destroy Timmy's first tactical squad.
