It seems that at some point Army Painter changed how they do flowers. It used to be you tore off bits from a sheet and glued them down, now they are tufts. The old ones were a mix of white/yellow, while the new ones are just yellow. Anyone know of a good replacement for the old style?

I spent quite some time searching for similar products, but almost everyone is doing tufts nowadays.

The best replacement I settled for was from a company called Mininatur.

They do a selection of Tufts with Blossom that comes in two-tone sheets; but it's more along the lines of two colours gradually meeting in the middle, as well as two-toned tufts aimed towards a specific season.
They also do a selection of strips, approx 1cm wide, you could tear bits off to get a more natural look.

Maybe worth seeing if there is a stockist near yourself as I doubt a small store in the UK is convenient.

Otherwise searching through reems of scenic products for model railways, but it felt like my soul was being slowly extracted through my backside by the 5th online-store.

The two-tone thing is not the real issue (although I do like the look of those). Tufts just sit differently on the base.
