Does the tome affect vehicles? Or does the unit have to have the Mission Tactic keyword for it to work?

RAW, as it says, it applies to any DEATHWATCH unit from your army within range of the bearer.

It's not clear either way whether the relic's intended benefit is to simply give a unit with the Mission Tactics ability in range of the bearer the choice of either the originally-chosen Mission Tactic for the game or that chosen with the relic, or to give any DEATHWATCH unit within range of the bearer the ability to use either Mission Tactic whether they have the ability or not.

If you play by RAW then you should have no issue. If you're unsure then discuss with your opponent before the game.

The Tome affects any DEATHWATCH unit, whether they have the Mission Tactics special rule or not.
