The Voice of command rule says only your leader can issue orders to "other models" so it's a no no unless you make someone else your leader.

No, as perversos stated it does say it has to be an “other model”, but interestingly enough you could have another model in combat with him and issue the order to the other model, then use the “yes, sir” tactic and i believe it would effect the tempestor
