Getting back into 40k after about 12 years, decided to go with Militarum Tempestus supported by Astra Militarum. Wasn't sure about a few decisions, such as Psyker choices, Leman Russ sponsons, the tempestor prime choices and a few wargear choices, so used forum discussions and that to try and piece it together.

Take the Valkyrie in the detachment without the Scions in it, otherwise they don’t get to keep their doctrine.

A couple things I don't understand:
Why the unit with hot-shot lasguns?
More importantly, this list doesn't look like it can handle an opponent with many plaguebearers, for example, or any other kind of infantry that is both resistent and numerous. I think you would need more leman russ or artillery fire...

To be honest, I wouldn't have a massive knowledge base on the weapon decisions. I thought I'd be able to cover the bases by bringing the Plasma, Melta and then the Hot Shot Las Guns.

What would you suggest? Change the Scion squad to Volley Guns, drop a Command Squad and Tempestor Prime and bring more Mortars?

what I would do is sthing like
Battalion 1: 2 tempestus HQ, 3 tempestus infantries and 2 tempestus command squads, all with full plasma stuff (maybe the vox if you like, but no power swords or other stuff) 500 pts or so

Battalion 2: Company commander, Pask + 1 tank commander with battle cannon + laser, 4 infantry squads, 3 taurox prime gatling + hot shots, 2x3 Mortars 1020 or so

Spearhead: Tank Commander + as many manticore/basilisk tanks as you can. If you can squeeze in an Astropath it's not bad either.

This are just some general ideas of course, but this looks a bit better than yours in my opinion

Similar to the above responses, you need a bit more anti-infantry firepower. I would drop the Tauroxes (maybe keep one if you're that way inclined), get a Manticore and take a Leman Russ Punisher.
