Okay so this is my first list and first army in 40k here. Im building a vostroyan/valhallan regiment. I wanted to start out at 1000 pts to start with and was wanting a critic of my list here.

Seems like a good jumping off point.
Albeit do you want to go competitive or semi-competitive or just fluffy.

If you were to go semi-competitive there would be 4 things standing out that you should probably fix.

1. Mortars. HWT's with mortars or mortar teams for backfield inf squads will do good and annoy the enemy massively. At 5pts per mortar that means it is a great option. (since you run one inf squad with a hb, excahnge that for a mortar for 3 pts less and profit from indirect fire.)

2. Sentinels: Ok nothing wrong with them except that multilasers, whilest fluffy, have fallen a bit out of grace lately since a heavy bolter can do anti infantery better and even anti tank to a degree since ap-1 . I'd reccomend you autocannons. they are 2 pts more expensive then multilasers since CA , can do AT duty (light upwards to medium) and deal multiple wounds. Probably also important to consider, do you want to take scout version of it and get more mobility for less pts overall compared to the armored sentinels. Because as it stands even armored sentinels die easily, might aswell make use of the lower pts of the scout variant and invest in autocannons, potentially even in rockets.

3. Why are you not equipping your command squads with either Heavy weapons for AT duty since they have higher BS or with plasma guns?

4. Chimeras: Ok i will be honest with you. ATM they are expensive and you better put in a unit or 2 with a gak ton of rapidfire hard hitting special weapons (read plasmaguns) and 1 -2 psykers, or use ogryns in them.
Additionally nothing wrong with the multilaser, except that the autocannon again is a better.
A little hint: you can put in multiple Squads in ine chimera, so technically you could cut one and throw the command squads with a commander in one.

GW" MONEY.... erm i meant TOO MANY OPTIONS (to resell your army to you again by disalowing former units)! Do you want specific tyranid fighiting Primaris? Even a new sabotage lieutnant!"
Chaos players: Guess i stop playing or go to HH.

1: I wouldn't bother with the Command Squads unless you plan to deck them out with special weapons. Vox can be useful, but Medics are a bit of a waste of points and eat up a valuable weapon slot.

2: Commissars are generally pretty naff since the update. I would downgrade him to a standard one and get another Company Commander.

3: Drop the Power Swords on the Infantry Squads and the Heavy Bolter. Free up some more points then get a HWT with Mortars.

4: As the other guy said, Autocannons on your Sentinels will be a better choice.

Okay cool, I just threw this together quick in my first 1000 point match with some friends of mine, I was on a team with another guard player who provided the artillery. Definally going to add artillery and indirect weapons to my force to balance out for solo runs, what do you guys think of using basilisk's? Also how many troops can you put in a chimera at a time?

Basilisks are a good, fluffy choice. Mortars get some hatred but if you don't just spam em that will be no issue.
A chimera has a transport capacity of 12. You need always put the full squad in it.
Basically atm i reccoment you to cut one chimera, use the points of that to deck out your command squads with PG's and throw the 2 Squads in that one chimera left, drive up to the enemy and pull a plasma gangster drive-by. Still a tad overpriced for competitve play but workable in casual, can also be used as a firebrigade.
