I have 60 plague bearers and blood letters that are on 25 mm bases
The question is do I rebase them and move them to the larger ones they are sold on now? If so, what's the best way to go about removing them from the base without breaking their super thin legs and feet
Or is it best to leave them be? And keep them on their base smaller bases ?
What does everyone else think? Has anyone rebased their daemons?

As Letter's are still T3, I am very opposed to them being on 32mm bases. There is no reason for small squishy 1W things to be on bigger base. Horrors are even worse and should never have been modeled as big as they are (the prior metal Pinks were smaller than the current blue horrors) I say leave 'em on the 25mm. The PBs are iffy, but I'd probably leave them on the 25mm too. I would only rebase things like Marines or Necrons that are more expensive and harder to kill per model. "Horde" units should remain on 25mms But if you like how they look on 32mm and aren't bothered by the effort to rebase, then go for it. It's all personal preference -

I Iike your take on it, and the only reason I do like the 32s is they fall over less, but that's easily fixed with s penny

Rules in the past would be "the same size or bigger base the model came with" so take from that what you will.
I have a ton of old style metal daemons and they started off all on square bases, then 25mm.
Will have to look at the rules for this addition one more time.

40K has no rules in regards to base sizes. Age of Sigmar has a list of recommended base sizes for Matched play in the Age of Sigmar Core Rules Designer's Commentary.

Speed Drybrushing
|
Clip the edges of the bases so that the base is now a flat disc.
Glue on top of a 32 mm base.
Extend the basing to cover up the edge of the old base.

Modeling and stability wise the new bases are the best.
as a requirement to play the game not really unless you are going to a tourny
if so ask the TO not a bunch of randos on the internet.

I have this issue too - I have a squad of 14 plaguebearers in metal, and the idea of rebasing them is just... well, it's not realistic. That's hobby time better spent doing something more productive. That being said, I bought them with 25mm bases so it's not likely to be an issue as the default rule was always "modeled on the base it came with". My issue is if I want to add some plastics to bump the unit up to 21 (or 28). I have friends with plastic plaguebearers who they say came with 25mm bases, yet the current box comes with 32mm bases. So I'd likely model them on 25mm bases for consistency.
That being said, if anyone had a moment where "they'd be in range if they were on larger bases" or whatever, then I'll give it to them. I'm just here to chuck dice down and yell at toy soldiers, I'm not going to quibble over half an inch here or there. Of course, it depends on your local gaming group too (or tournament, as others have highlighted).
