What I mean by my question is, do the new chapters get actual space marines from their parent chapter or are the new chapters composed of entirely new space marines made from the parent chapter's gene-seed? I understand that new recruits would make up the vast majority of the new chapter, but I wasn't sure if they might get a few veteran space marines to start out in leadership positions within the new chapter. I am sorting out the lore for a chapter I am making up for kill team, so I am trying to figure out these details. Thank you!

Generally, when a new chapter is founded they get some advisory help from another chapter that is linked to them along with a relic or two and vehicles. Most of a fresh founded first chapter is borrowed.

Generally speaking the process is flexible enough for you to take either route. They could either be fresh recruits who are mentored by another chapter, or in the case of a lot of the Ultramar region chapters they might literally be transferred to a new chapter as a core of experienced officers.

As above, it can go either way.

There are examples in the early books of exceptional marines being honored by making them chapter master of a new splinter chapter (I believe that is how the Crimson Fists originally came to be).

There's also been cases in the various foundings where chapters were created whole cloth from new marines, with no indication their numbers came from other chapters.

Crimson fists where a 2nd founding chapter so... not a good example eaither way.

Opinions are not facts please don't confuse the two
