OK, so you make a detachment of Marines, and you can put in say, Raven Guard scouts with Ultramarine Tactical Squads.

Since the Detachment is not pure, you don't get Chapter Tactics. You still get to use any applicable Stratagems, correct?

What about the Chapters that don't have Chapter Tactics? If you mix a Detachment with Space Wolf and Blood Angels units(keyword Adeptus Astartes), which set of Stratagems do you use? Is anything lost by doing this?

Yes - you're not a Blood Angels or Space Wolves detachment once you mix in other units, and some benefits are tied to that.

Space Wolves for example get Hunter's unleashed in a space wolves detachment. this is a pretty damn good trait and not one I'd wanna lose.

Opinions are not facts please don't confuse the two

You can use the respective Stratagems on those units, but only if you have unlocked the Stratagems by having a pure detachment of that faction.

So if your army is just a mixed detachment you can't use them. But if your army is one Space Wolf Detachment, one Blood Angels Detachment, and one mixed detachment then you can use them on the units in the mixed detachment.

Where exactly is the rule that says you need a 'pure' detachment to use a faction stratagem?

It's in each codex at the start of the Stratagems section.
